Survey to Gauge Interest in Developing Clinical Services in Rural Communities
SANTA FE – The New Mexico Human Services Department (HSD) is soliciting interest surveys from rural health care facilities and rural health care providers that are seeking funding to develop new or expand clinical services. The Rural Health Care Delivery Fund (RHCDF) was established by the 2023 New Mexico Legislature through Senate Bill 7 and HSD will provide up to $80 million through FY26.
Financial support from the RHCDF is intended to defray operating losses, including rural health care provider or rural health care facility start-up costs, incurred in providing inpatient, outpatient, primary, specialty or behavioral health services to New Mexico residents.
Money may also be available for a rural health care provider or facility that is providing a new or expanded health care service that covers operating losses for the new or expanded service. Eligible applicants must be enrolled Medicaid providers and propose to deliver services which are eligible for Medicaid and Medicare reimbursement.
“Providing funding for rural healthcare facilities and providers to expand services like primary care, behavioral health, maternal child health, and any number of other much needed healthcare services is essential to improve access for HSD’s 1,085,290 customers,” said HSD Acting Secretary Kari Armijo. “This money will support New Mexico’s rural healthcare facilities and providers, giving them the ability to increase access to much needed services like primary care, behavioral health, maternal child health, and many others.”
Interest surveys will help HSD understand the scope of services needed in the community as well as the number of health care facilities and providers that may plan to apply for funding. Submitting a Survey does not require or limit organizations in applying during the Request for Application period.
The anticipated timeline for applications is as follows:
- June 9 – July 30: Organizations can submit an Interest Survey to HSD
- September 2023: Request for Applications begins
- October 2023: Request for Applications closes
- November 2023: Grant awardees announced
- January 2024: Grant payments begin
Organizations wishing to submit an Interest Survey can do so using the RHCDF Interest Survey link providing:
- The new and expanded clinical services project for which you will seek financial support.
- The need in the community for new or expanded services.
- The impact on the local workforce.
- How the project will address health equity and improve access to care.
- Anticipated total funding request over a one to three-year period.
