SANTA FE – Melissa “Niki” Kozlowski is the new director of the Income Support Division, announced by the New Mexico Human Services Department (HSD) today. With over two decades of experience in operational management within the private sector, Kozlowski brings a wealth of knowledge and leadership skills to her new role, effective May 1, 2024.  

 “I am very excited to welcome Niki Kozlowski to the Income Support Division as we transition into the Health Care Authority,” said HSD Deputy Secretary Kyra Ochoa. “Her experience leading and motivating diverse teams to provide excellent customer service will boost our ability to connect New Mexicans to vital safety net resources.”  

“I am honored to lead the Income Support Division and am committed to improving our service delivery to ensure that our customers have access to the benefits and programs they need to prosper,” said Melissa Kozlowski, newly appointed ISD Director.  

Kozlowski’s career highlights include her ability to manage large teams effectively, foster strong relationships, and drive strategic initiatives that meet key performance metrics—all aimed at delivering superior customer experiences. Her approach emphasizes employee engagement, fostering a culture of inclusion that enhances team cohesion and promotes collaborative efforts.  

Kozlowski has experience managing large call centers, spearheading initiatives launching regional communication strategies and building data analysis teams.  

A lifelong resident of Albuquerque, Kozlowski lives with her husband and their two high school-aged children. She enjoys an active lifestyle that includes working out, camping, and spending quality time with her family and their puppy, Penny.

We talk, interpret and smile in all languages.  We provide written information to our customers in both English and Spanish and interpretation services are available in 58 languages through our provider, CTS Language Link. For our hearing, and speech impaired customers, we utilize Relay New Mexico, a free 24-hour service that ensures equal communication access via the telephone to individuals who are deaf, hard of hearing, deaf-blind or speech disabled. 

The Human Services Department provides services and benefits to 978,206 New Mexicans through several programs including: the Medicaid Program, Temporary Assistance for Needy Families (TANF) Program, Supplemental Nutrition Assistance Program (SNAP), Child Support Program, and several Behavioral Health Services.
